Encouraging Children to Surf the Internet Wisely

Information technology in its development, strongly influence human. Dissemination of information, communication and interaction is now being done through online media and Internet, known as social media. It is also fueled by the emergence of social media such as Facebook, Twitter, Instagram, Path, and BBM. Access to social media is also very easy where it can be accessed through a smart phone.
Based on data from the Association of Indonesian Internet Service Provider (APJII), internet users in Indonesia has reached a record of 88.1 million active users, and this number is expected to continue to grow. Of the 88.1 million users, APJII recorded 48 percent of whom are daily Internet users. We are social (2016) stated that there is an increase of Internet users in Indonesia for a year, from January 2015 until January 2016, which amounted to 15 percent.
We are social (2016) also noted that the average time spent accessing the Internet is about 4 hours 42 minutes. This figure is higher than the average television audience which is only 2 hours 22 minutes per day. This shows that the Internet has begun shifting position on the television for the people in Indonesia.
The increased amount of internet users has the impact on improving social media users. We are social (2016) reported that there were approximately 79 million active users of social media in Indonesia, it shows that one per three Indonesian population are active users of social media. In addition to a PC or tablet, 66 million social media users access their account through mobile devices. We are social (2016) also noted that the chat application that become favorite of Indonesian society is BBM, followed by Facebook, and Whatsapp. Facebook was listed as the most active social media used by people in Indonesia. Communication and Information Technology (2014) Indonesia was listed as the fourth largest Facebook users country, under USA, Brazil and India.
The above data reveal that social media has become the first choice of the internet users and have become a social force itself in Indonesia. However, social media and the Internet also has a negative side or shortcomings. This digital Based social media has features of disseminating information in a very fast way. This is why social media has now been identified as one source of information. Social media as the media is expected to perform other functions such as education and social control. Even, the information which is spread in social media seems wild and uncontrolled. There are many irregularities that occurred, in which the user easily access the negative content such as violence to sexual content. If the user is in adulthood, it did not bring significant negative impact. However, Internet users and social media now increasingly widespread, in which elementary school children are now largely already have social media accounts and have been used to access the Internet.Then the child easily be exposed to a negative charge such as violence and sexual content.
Children, according the Child Protection Act number 23 of 2002, has the rights of children. Rights of the Child is part of human rights which must be guaranteed, protected and fulfilled by Parents, family, community, state, government, and local governments. Under Article 15 Every child has the right to protection from: a. abuse in political activities; b. involvement in armed conflict; c. involvement in social unrest; d. involvement in the events that contain elements of violence; e. engagement in warfare; and f. sexual offenses. Then in accordance with the mandate of the law, the child needs to be protected from exposure to events that contain violent retreat. Article 26 paragraph (1) states, that parents are obliged and responsible for: a. nurturing, nurture, educate, and protect the Child; b. Children develop in accordance with the abilities, talents, and interests; preventing age marriage Children; and D. provides character education and cultivation of character value in Children. in addition to violence, children also have a right to be protected from information that is pornographic.At the same Act precisely in Article 67A, states that every person shall protect children from the effects of pornography and prevent children's access to pornographic information.
Rights of the child was set in the UN child rights convention in 1989. There are 10 rights that must be given to the child, including (1) the right to play (2) the right to education (3) the right to protection (4) the right to a name (identity) (5) the right to a nationality (6) the right to food, (7) the right to obtain access to health, (8) the right to recreation, (9) the right to have equal, and (10) the right to have role in development.
Then it is the duty of the whole society to safeguard and protect children from violent elements and the elements of sexual / pornographic. Internet and social media that are evolving today often contains information associated with elements of violence and sexual or pornographic. Therefore, in order that children can access the Internet or social media for the positive and avoid the negative charge as elements of violence and pornography / sexual.
The role of parents is crucial in protecting their children from the negative charge of internet and social media. But, not many parents are aware of this. Not many parents understand how to protect their children from this negative charge. It needed the socialization of means of protecting children from negative charge of internet and social media.
