The Governor of Bali Submits DIPA for TA 2021 from Udayana University to the Rector
Submission of the Budget Implementation List (DIPA) and Allocation of Transfers to Regions and Village Funds (TKDD) for the 2021 Fiscal Year Scope of Bali Province "2021 APBN: Accelerating Economic Recovery and Strengthening Reform" at the Wiswa Sabha Utama Meeting Room, Bali Governor's Office, Thursday (26 / 11/2020).
The Rector of Udayana University Prof. A.A Raka Sudewi was present in person to receive DIPA TA 2021 from Udayana University which was handed over directly by the Governor of Bali. The handover of DIPA was carried out symbolically to representatives of Forkopimda, OPD and Pilkada Implementers as well as Satker supporting the national economic recovery program in the health, infrastructure and agriculture sectors.
Head of the Regional Office of the Directorate General of Treasury for the Province of Bali, Tri Budhianto, in his report conveyed that the theme of the fiscal policy raised was the Acceleration of Economic Recovery and Strengthening Reform. One of the focuses on state spending for the continuation of handling Covid-19 is through the vaccine procurement program, the largest allocation is still in the education budget and social protection is also a priority. For Bali Province, the total ceiling is 12,198 T where Rp. 12.04 T is allocated to 351 DIPA Satker of the Central Government (Head Office and Vertical Agencies) and Rp. 160.18 billion is allocated to 47 DIPA with the authority of Regional Apparatus Organizations (Dekosentralization and Assistance Tasks).
Obstacles in budget execution for Central Satker management are in the process of determining treasury officials, delays in the procurement of goods and services, budget refocusing and delays in budget accountability. Strategic steps to prepare for the implementation of the 2021 State Budget include accelerating the process of procuring goods and services, accelerating the fulfillment of required documents and optimizing the role of the internal supervisory apparatus.
The determination and submission of DIPA 2021 was carried out earlier by the government with the aim that the implementation of activities could begin immediately at the beginning of the fiscal year with the hope of supporting the handling of Covid-19, economic recovery and various strategic priorities and programs.
Meanwhile, the Governor of Bali, Wayan Koster, in his direction said that DIPA must be accountable to the people and support national development priorities. APBN is expected to be of optimal benefit to the people, therefore budget reform must be carried out so that the focus has a clear direction and measurable goals to improve the welfare of the community. The existing paradigm must be changed and structured so that it targets directly the things that can improve the economy.
