PRESSING THE EMPLOYEES VIOLATION DISCIPLINE, UNUD HELD SOCIALIZATION
Bukit Jimbaran (12/04/2017) - General Bureau of Udayana University through the Human Resources Department organized the "Socialization of the Disciplinary Violations Case Settlement And Other Personnel Issues" which was attended by the Vice Dean II of the Faculties, Head of General Affairs, The Head of Program Study, Head of Administration Faculty and Part of Human Resources Department representatives from the Indonesian Arts Institute of Denpasar (ISI), Bali State Polytechnic (PNB) and Kopertis. The event was opened by the Deputy Rector for General and Financial Affairs of Udayana University which presented the interviewees of the Bureau of Human Resources Resource Kemenristek Higher Education, Adi Sulistyo, SH., MH, who is the Head of Sub-Section Disciplinary and Dismissal of the Bureau of Human Resources with John Frits Tarihoran which is senior staff Bureau of Human Resources.
Deputy Rector of General Affairs and Finance Udayana University, Prof. Dr. Ir. Ketut Budi susrusa, MS in his speech said that HR (SDM) issues are difficult problems in terms of decision-making, even if the rules are clear, but still experiencing difficulties in its implementation because it involves psychological factors. But it is no excuse given the mandate of the central government that must be implemented in order Establishing Good Governance Through Reforms confirmed by PP 53 of 2010 on Discipline of Civil Servants and Law No. 5 of 2014 on State Civil Apparatus which focus is the enforcement of Discipline. Budi Susrusa also said that Udayana University had established the Disciplinary Commission, composed of the Vice Dean of the Faculties in the cases of discipline violation. Through this socialization is expected to get clarity about the tasks and functions of the authority and the field of HR (SDM) related risks to be faced in the enforcement of discipline at Udayana University.
Adi Sulistyo in his explanation of the basis for the rules explained in the enforcement of discipline, the causes of breaches of disciplines, approach of the completion cases of violation of discipline, obligations and prohibitions for civil servants, the authority of sanctioning and disciplinary sanctions for violations. The most severe sanctions are imposed in case of violation of discipline is Dismissal With Regards (PTDH) if a civil servant very serious offenses such as treason. Every institution is obliged to enforce discipline against civil servants and carry out enforcement of discipline. Total cases violation of discipline at the ministry until now amounted to 824 cases and is still active as much as 409 cases. Obstacle which is encountered in resolving disciplinary cases is the application procedure often inaccurate. Small errors like file does not match, the evidence is not complete, how do inspection wrong and calling procedures that do not fit makes the slow resolution of cases of violation of discipline.
John Frits Tarihoran conveyed the material on "The Process and Procedures of Settlement The Disciplinary Violations Case" on the stage of calling, examination to decision-making. John also stressed that any settlement discipline violation cases follow the procedures to avoid defeat when filed a lawsuit to the Administrative Court.
