Udayana University Holds Digital Transformation Technical Guidance in the Field of Government Goods/Services Procurement
Udayana University (Unud) through the State Property (BMN) General Bureau held Technical Guidance (Bimtek) for Digital Transformation in the Field of Procurement of Government Goods/Services at Padma Resort Legian, Thursday (30/11/2023). The Technical Guidance which lasted for two days (30 November to 1 December 2023) was opened by the Head of the General Bureau and presented speakers from the DPD IAPI of Bali Province, the Bali High Prosecutor's Office, and the LPSE of the Ministry of Education and Culture.
This technical guidance was attended by SPI, Head of Bureau, PPK, procurement officials, PPK Support Team and representatives from Undiksha, ISI Denpasar and Bali State Polytechnic. Meanwhile, the material presented in Bimtek includes Procurement Strategy through E-purchasing (Mini Competition), Implementation of PDN and TKD, Risk Mitigation in Government Procurement of Goods/Services, and Direct Procurement through LPSE.
Head of the Unud General Bureau, Ni Made Pertami Susilawati, in her speech hoped that the resource person would be willing to provide some material related to digital transformation, either through E-purchasing, to be given to participants because they would be the ones who would carry it out. If later there are things that are not yet understood, the party also asks that the PPK and Procurement Officials or the support team can ask directly about many things that are practically problematic, please ask the resource person directly during this two-day activity.
"We hope that in this Technical Guidance activity, we as leaders really, really hope to produce something that perhaps so far we have only coordinated verbally and don't really understand what digital is in procurement. This afternoon, while there are competent speakers, please ask questions verbally directly," said the Head of the General Bureau.
In this activity, which lasts for two days, participants are expected to be able to understand what tasks must be carried out in procuring government goods/services.
The speakers who attended were from the DPD of the Indonesian Procurement Experts Association (IAPI), namely the Chair of the DPD IAPI for Bali Province I Dewa Agung Gede Manu, Deputy Chair III Dewa Gde Padmayasa and I Nyoman Adnyana Putra. It was stated that several problems frequently encountered in procurement include goods/services not meeting requirements, the procurement process involving many parties, very long procurement processing times, synchronization of procurement policies with work programs, budgeting, payment and asset management as well as many complaints and legal problems. Apart from that, there are also new regulations in implementing P3DN in the procurement of government goods/services, namely SE Head of LKPP Number 8 of 2023.
In the procurement process, before writing a specification description, the specification maker first collects information related to the goods/services whose specifications will be described, sourced from information from end users, the goods/services industry such as brochures or catalogues, standards and testing information from experts, professional communities or researchers or government agencies. In order to increase the use of domestic products, when compiling technical specifications and HPS it is necessary to search for PDN information in the e-catalog or on the P3DN Central Web which then becomes the basis for detailing specifications according to needs and availability in the market.
